Speaker Moïse Kérékou focused his argument on the reforms to be undertaken to make the African Union (AU) an instrument of development.
Since leaving his post as Benin’s ambassador to Turkey, Moïse Kérékou has been asked internationally for his expertise on development issues in Africa. According to him, the pan-African institution has no construction model and the copied institutional model of the European Union is not adapted to the realities of Africa. It also raises other major causes of the slowness of the integration process, including the lack of funds, the ineffectiveness of the commission of the union, the lack of coordination of regional communities, the problem of identity, question of sovereignty.
After this objective diagnosis, Moses Kerekou offers several recommendations. The first for him is to give a new direction to the commission of the AU, to endow the commission with real power, and to transform the institution. To seek new sources of funding, to change the voting method, to strengthen the regional economic communities and to have a construction model.
Advocating scientific pan-Africanism that must be taught in universities, Moses Kerekou took the opportunity to expose his new theory on poverty. According to him, poverty is primarily mental. In other words, the creation of wealth, production and development, are related to the state of mind of the people. And he demonstrates it through some examples of countries. He adds that “if democracy in Africa has not led to development as we had hoped, it is because this process lacks a link that is good governance. He recognizes that the depth and logic of the arguments are of such magnitude and force that they undermine previous perceptions and replace them with fresher, more structured ideas that suggest a solution to the problems. .
