Of the nine companies competing for the license to operate a mobile virtual network (MVNO), whose public call for applications was launched on April 12, 2017, three companies were selected by the Telecommunications Regulatory Authority and posts (Artp). These are You mobile by Youssou Ndour, Sirius telecoms Africa by Mbackiyou Faye and Origines SA by El Hadj Ndiaye.
These three companies are the ones that offered the best financial and technical offers. For the financial proposal, the minimum amount of which was 50 million Fcfa, You Mobile proposed 400 million Fcfa to use the Sonatel network, Sirius Télécoms invested 300 million Fcfa to use the Tigo network and Origines SA disbursed 300 million Fcfa for offer its services on the Expresso network.
An MVNO operator is a company that holds a license to operate a telecoms network, but does not have a spectrum license, nor its own network infrastructure. To provide its services, it then enters into service agreements with operators holding a license to establish and operate a telecoms network (Mobile Network Operator), to acquire packages for the use of their network that it sells. then to consumers.
The objective of the government, through the attribution of MVNO licenses, is the diversification of telecom service offerings, the maintenance of competition for a better quality of service and advantageous costs.
